BARANGAY ORDINANCE No. 05-25 Series of 2025 AN ORDINANCE ALLOWING EDUCATIONAL AND/OR MEDICAL ASSISTANCE TO CHILDREN WITH SPECIAL NEEDS OF BARANGAY STO. Rosario Kanluran recognizes that growth of the number of special children in the barangay in recent years • That Educational Session/Therapies and Medical Expenses to support these conditions are expensive • That some families do not even have the capacity to have their children checked for assessment and diagnosis by Medical Professionals; in which the Barangay and Municipality currently does not employ a Developmental Pediatrician. • That some families amidst knowing of the special condition of their children have no capacity to consistently send their children to therapies or school; in which the Barangay or Municipality currency does not operate within its territory a Special Education Facility • Barangay Sto. Rosario Kanluran believes that the assistance can better the lives of a significant number of families within its population • Tertiary Education has been made affordable by Pateros Technological College, giving the opportunity for Barangay Sto.Rosario-Kanluran to expand the coverage of its Educational Scholarships and Assistance NOW THEREFORE, BE IT ENACTED, AS IT IS HEREBY ENACTED, BY THE SANGGUNIANG BARANGAY OF STO. ROSARIO KANLURAN PATEROS METRO MANILA IN SESSION ASSEMBLED: Section 1. TITLE. This Ordinance shall be known as “Special Lives Ordinance”. Section 2. DEFINITION OF TERMS. 2.1 Special Children- Children with long-term Mental, Intellectual and Sensory Disabilities 2.2 SPED- Special Education 2.3 Therapy Center- Learning school focusing on Special Children 2.4 Therapies- Learning Sessions conducted by SPED teachers 2.5 Development Pediatrician- Licensed Medical Professional that assess and diagnose developmental disorders or delays in children 2.6 Developmental Pediatric Evaluation- assessment and test for a comprehensive diagnosis of a child’s condition 2.7 ASD- Autism Spectrum Disorder 2.8 ADHD- Attention Deficit Hyperactivity Disorder Section 3. QUALIFYING SYMPTOMS. 3.1 Qualified Children for medical assistance must possess the following symptoms: • ADHD • Hyperactivity • Inability to control emotions, maintain social relationships, or resist temptations • Being excessively talkative, impatient, and forgetful • Fidgeting • ASD • Avoids or does not keep eye contact • Does not respond to name by 9 months of age • Inability to read and understand others’ feelings • Inability to communicate and maintain eye contact • Inability to respond when people talk to them • Repeating words said to them • Inability to express their needs 3.2 Qualified Children for educational assistance must possess the following requirements: • Proof of Enrollment in a private Therapy Center • Proof of Enrollment in a Special Education School • Child must be diagnosed by qualified professional, specifically by license psychologist or psychiatrist duly supported by medical certification or doctor’s prescription. 3.3 Parent/s of the qualified Children must be registered voters of Barangay Sto. Rosario Kanluran Pateros Metro Manila. 3.4 Qualified Children shall initially be from 10 years old and below; Section 4. ASSISTANCES. 4.1 Medical Assistance- An initial cash amount of Php 3,000 (Three Thousand Pesos only) 4.2 Educational Assistance- An initial cash amount of Php 5,000 (Five Thousand Pesos only) Section 5. AVAILMENT OF ASSISTANCE. The parent(s) or the legal guardian of the child shall present the original copy and 1 photocopy of the original receipt from the doctor, clinic or hospital and/or therapy center. Section 6. INFORMATION. That this ordinance be relayed to students through Digital and Printed Infographics through printed and social media. Section 7. FUNDING. Funds shall be appropriated for this ordinance starting the year of 2026. Section 8. REPEALING CLAUSE. All Ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly. Section 9. SEPARABILITY CLAUSE. If any part or provision of this Ordinance is declared unconstitutional or invalid, the same shall not affect the validity and effectivity of the other parts or provisions hereof. Section 10. EFFECTIVITY CLAUSE. This Barangay Ordinance shall take effect at the start of the year 2026. ENACTED UNANIMOUSLY this 4th September, 2025 at the Barangay Hall, Sto.
