Rosario Kanluran recognizes that growth of the number of special children in the barangay in recent years • That Educational Session/Therapies and Medical Expenses to support these conditions are expensive • That some families do not even have the capacity to have their children checked for assessment and diagnosis by Medical Professionals; in which the Barangay and Municipality currently does not employ a Developmental Pediatrician. • That some families amidst knowing of the special condition of their children have no capacity to consistently send their children to therapies or school; in which the Barangay or Municipality currency does not operate within its territory a Special Education Facility • Barangay Sto. Rosario Kanluran believes that the assistance can better the lives of a significant number of families within its population • Tertiary Education has been made affordable by Pateros Technological College, giving the opportunity for Barangay Sto.Rosario-Kanluran to expand the coverage of its Educational Scholarships and Assistance NOW THEREFORE, BE IT ENACTED, AS IT IS HEREBY ENACTED, BY THE SANGGUNIANG BARANGAY OF STO. ROSARIO KANLURAN PATEROS METRO MANILA IN SESSION ASSEMBLED: Section 1. TITLE. This Ordinance shall be known as “Special Lives Ordinance”. Section 2. DEFINITION OF TERMS. 2.1 Special Children- Children with long-term Mental, Intellectual and Sensory Disabilities 2.2 SPED- Special Education 2.3 Therapy Center- Learning school focusing on Special Children 2.4 Therapies- Learning Sessions conducted by SPED teachers 2.5 Development Pediatrician- Licensed Medical Professional that assess and diagnose developmental disorders or delays in children 2.6 Developmental Pediatric Evaluation- assessment and test for a comprehensive diagnosis of a child’s condition 2.7 ASD- Autism Spectrum Disorder 2.8 ADHD- Attention Deficit Hyperactivity Disorder Section 3. QUALIFYING SYMPTOMS. 3.1 Qualified Children for medical assistance must possess the following symptoms: • ADHD • Hyperactivity • Inability to control emotions, maintain social relationships, or resist temptations • Being excessively talkative, impatient, and forgetful • Fidgeting • ASD • Avoids or does not keep eye contact • Does not respond to name by 9 months of age • Inability to read and understand others’ feelings • Inability to communicate and maintain eye contact • Inability to respond when people talk to them • Repeating words said to them • Inability to express their needs 3.2 Qualified Children for educational assistance must possess the following requirements: • Proof of Enrollment in a private Therapy Center • Proof of Enrollment in a Special Education School • Child must be diagnosed by qualified professional, specifically by license psychologist or psychiatrist duly supported by medical certification or doctor’s prescription. 3.3 Parent/s of the qualified Children must be registered voters of Barangay Sto. Rosario Kanluran Pateros Metro Manila. 3.4 Qualified Children shall initially be from 10 years old and below; Section 4. ASSISTANCES. 4.1 Medical Assistance- An initial cash amount of Php 3,000 (Three Thousand Pesos only) 4.2 Educational Assistance- An initial cash amount of Php 5,000 (Five Thousand Pesos only) Section 5. AVAILMENT OF ASSISTANCE. The parent(s) or the legal guardian of the child shall present the original copy and 1 photocopy of the original receipt from the doctor, clinic or hospital and/or therapy center. Section 6. INFORMATION. That this ordinance be relayed to students through Digital and Printed Infographics through printed and social media. Section 7. FUNDING. Funds shall be appropriated for this ordinance starting the year of 2026. Section 8. REPEALING CLAUSE. All Ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly. Section 9. SEPARABILITY CLAUSE. If any part or provision of this Ordinance is declared unconstitutional or invalid, the same shall not affect the validity and effectivity of the other parts or provisions hereof. Section 10. BABON EXPLANATORY NOTES WHEREAS, under the Local Government Code of 1991 (Republic Act No. 7160), barangays are empowered to enact ordinances for the general welfare of their constituents; WHEREAS, the Barangay Clearance is an official document issued by the Barangay that certifies a person’s good standing within the community and is often required for employment, business, permits, or legal purposes; WHEREAS, it is essential to ensure that Barangay Clearances are issued only to residents who observe and comply with local laws, ordinances, and community obligations; WHEREAS, the Local Government Code of 1991 mandates the establishment of the Katarungang Pambarangay system to promote amicable settlement of disputes at the barangay level; WHEREAS, under Section 410 of the Local Government Code, it is the duty of any party summoned by the Punong Barangay or the Pangkat ng Tagapagkasundo to appear for mediation or conciliation; WHEREAS, the refusal or willful failure of any party to appear, without justifiable reason, undermines the efficiency and authority of the Katarungang Pambarangay system; NOW THEREFORE, BE IT ORDAINED BY THE SANGGUNIANG BARANGAY OF STO. ROSARIO KANLURAN PATEROS METRO MANILA IN A SESSION ASSEMBLED: SECTION 1. TITLE. This ordinance shall be known as the “Barangay Clearance Issuance Regulation Ordinance of 2025” SECTION 2. POLICY. It is hereby declared a policy of the Barangay to support the effective enforcement of the Katarungang Pambarangay system, promote the accountability of its residents in resolving disputes peacefully and within the bounds of the law, and adherence to local laws, ordinances, and community obligations; SECTION 3. GROUNDS FOR NON-ISSUANCE The Barangay shall not issue a Barangay Clearance to any individual under the following circumstances: a. Outstanding Violation of Barangay Ordinances, such as: • Curfew violations • Noise disturbance • Illegal parking or obstruction • Non-compliance with waste segregation or garbage disposal rules • Non-compliance with community service penalty b. Pending Cases or Complaints filed before the Lupong Tagapamayapa, except resolved or settled or a certificate to file action had been issued; or officially withdrawn or dismissed. c. Non-payment of Barangay Obligations, such as: • Barangay Clearance fees (from previous applications) • Business permit-related local taxes or fees d. Failure to attend Summons issued by the Barangay regarding any legal, civic, or administrative concern; e. Willful failure to appear, without justifiable reason in Katarungang Pambarangay conciliation or mediation proceedings e. Known Disruption or Threat to Peace and Order, including involvement in brawls, drug-related activities, or documented abuse; SECTION 4. TEMPORARY SUSPENSION AND APPEAL Any individual denied a Barangay Clearance shall be notified in writing, stating the reason for denial. The applicant may: • Appeal the decision in writing within ten (10) days from receipt of the denial; • Request a hearing before the Barangay Captain or the Barangay Council; • Comply with the necessary requirements or settle pending issues to reapply. SECTION 5. EXEMPTIONS • In extreme humanitarian cases, such as: a.1 Medical emergencies requiring documents; a.2 School enrollment for minors; a.3 Job application deadlines for indigent residents, a.4 Calamities • The Barangay Captain, upon consultation with the Council, may allow conditional issuance of clearance, subject to future compliance. SECTION 6. PENALTIES FOR FALSE STATEMENTS Any individual who knowingly provides false information to obtain a Barangay Clearance shall be subject to: • Revocation of the clearance; • Administrative sanctions as provided under Barangay or municipal ordinances; • Endorsement to proper authorities for further legal action. SECTION 7. POSTING AND DISSEMINATION Copies of this Ordinance shall be posted in at least three (3) conspicuous places within the Barangay and disseminated through community assemblies or other information campaigns. SECTION 8. REPEALING CLAUSE. All Ordinances contrary to or inconsistent with this Ordinance are hereby repealed or modified accordingly. SECTION 9. SEPARABILITY CLAUSE. If any part or provision of this Ordinance is declared unconstitutional or invalid, the same shall not affect the validity and effectivity of the other parts or provisions hereof. SECTION 10. EFFECTIVITY CLAUSE. This Barangay Ordinance shall take effect immediately upon approval of the Sanggunian concerned. ENACTED UNANIMOUSLY this 6th day of November, 2025 at Barangay Hall, Sto. ROSARIO KANLURAN OF PATEROS METRO MANILA IN SESSION ASSEMBLED: SECTION 1. TITLE. This Ordinance shall be known as “Kanluran Bazaars and Commercial Spaces Ordinance". SECTION 2. DEFINITION OF TERMS 2.1 Barangay Fiesta- Feast of Sto.Rosario 2.2 Town Fiesta- Pateros Foundation Day and Feast of San Roque 2.3 Christmas- The birth of Jesus celebrated by Catholics 2.4 Commercial Space A- A barangay facility or space without improvements viable to be a leased premise 2.5 Commercial Space B- A barangay facility or space with improvements viable to be a leased premise 2.6 Exhibitor- The lessee of the space provided SECTION 3. AUTHORITY TO ENTER INTO CONTRACTS The Punong Barangay is hereby authorized to enter into contracts with all commercial bazaar exhibitors for the annual Barangay Fiesta Bazaar, Town Fiesta Bazaar, Christmas Bazaar and Commercial Spaces. SECTION 4. BAZAAR EXHIBITION GUIDELINES The following guidelines shall be implemented for the Barangay Fiesta Bazaar, Town Fiesta Bazaar, Christmas Bazaar and Commercial Spaces: 1. All applicants must register and sign-up at the barangay hall with registration form provided for by the Barangay of Sto.Rosario-Kanluran. 2. Bazaar duration will be for a period identified by the Barangay Secretary and Treasurer approved by the Punong Barangay. 3. The Barangay of Sto.Rosario-Kanluran maintains the right to select and accept applicants for the bazaar. Selected exhibitors must update their filled-out forms. 4. The Barangay of Sto.Rosario-Kanluran or its authorized representative maintains the right to select the area of the exhibitor. 5. Rate of rent 5.1 Bazaar Booth - For residents of Sto. Rosario Kanluran, one hundred and fifty pesos (P150.00) per day and two-hundred and fifty pesos(P250) per day for non-residents, inclusive of electricity and tent assignment, which shall be paid to the Barangay Treasurer. 5.2 Commercial Space A- Seventy Pesos (P70) per day, with space assignment exclusive of electricity, which shall be paid to the Barangay Treasurer. 5.3 Commercial Space B- For residents of Sto. Rosario Kanluran , two hundred and seventy pesos (P270) per day, non-residents four hundred pesos (P400.00) per day, with space assignment exclusive of electricity, which shall be paid to the Barangay Treasurer. 6. Full payment for the rent must be made at least 4 days before the start of the bazaar. 7. Payment for the rent is non-refundable and non-transferable. 8. Connection of freezers, refrigerators and electric burners are prohibited for bazaars. Only LPG burners will be allowed. 10. Ingress for the bazaar will be a day prior to the official start of the bazaar and egress will be after closing on the last day. 11. Bazaar Exhibitors must open their booths daily from 6PM up to 12MN. 12. It shall be the responsibility of the exhibitors to strictly maintain the cleanliness and sanitation of their respective premises for the entire duration of the bazaar. It shall be likewise be their responsibility to coordinate with the barangay for the disposal of their respective waste. 13. Exhibitors shall not be allowed to extend or encroach outside their designated booth. 14. A maximum of three (3) personnel per booth with proper ID issued by the Barangay of Sto.Rosario-Kanluran shall be allowed to occupy the same. 15. Exhibitors must provide their own tables, chairs, and trash bins. Tables should have a table cloth with the same color to ensure uniformity with other stalls. 16. Although security for the bazaar is provided, the Barangay of Sto.Rosario-Kanluran shall not be liable for any loss or damages incurred during any man-made or natural calamities. 17. Selling any kind of alcoholic drink is not allowed. Consumption of alcoholic beverages on-site is likewise prohibited. 18. Exhibitors/sales associates and everyone involved at the bazaar must be fully vaccinated. Minimum public health standards shall be maintained at all times. 19. Exhibitors must have secured a business clearance permit from the Barangay Treasurer to finalize their slot. 20. Exhibitors must only sell products approved by the Barangay of Sto.Rosario-Kanluran from the list submitted through their application. 21. The Barangay of Sto.Rosario-Kanluran has the authority to confiscate unauthorized products. 22. Barangay of Sto.Rosario-Kanluran or its authorized representative reserves the right to cancel slots of exhibitors for any violation of the guidelines provided herein and/or the Exhibitor Contract. SECTION 5. PENALTIES Any exhibitor found violating the above guidelines shall be penalized with automatic revocation of contract and/or for any other applicable ordinances, rules and regulations. SECTION 6. VALIDATION OF EXHIBITOR CONTRACT The Barangay Secretary had reviewed the Draft Exhibitor’s Contract is in order and not contrary to any existing laws, circulars, rules and regulations. SECTION 7. IMPLEMENTING OFFICE The Office of the Punong Barangay shall be the implementing office of this Ordinance. The Barangay Secretary, Barangay Treasurer, Barangay Admin and Barangay Security Force are hereby tasked to assist in the implementation of this Ordinance. SECTION 8. SEPARABILITY CLAUSE If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid by a competent court, the remaining sections or provisions shall not be affected thereby and shall continue to be in full force and effect. SECTION 9. REPEALING CLAUSE All Ordinances contrary to or inconsistent with any of the provisions of this Ordinance are hereby repealed and/or modified accordingly. SECTION 10. The authority, issuance and approval hereof are subject to and conditioned upon compliance to certain restrictions and to all existing laws, circulars, rules and regulations. SECTION 11. TRANSITORY PERIOD. For commercial Space A, the rental rate for fiscal year 2026 shall be two hundred and fifty pesos (P250) per week three hundred and seventy-five pesos(P375) per week for fiscal year 2027, and five hundred pesos(P500) per week thereafter. For commercial Space B, the rental rate for non-residents for the fiscal year 2026 and 2027 shall be three hundred thirty pesos (P330) per day with full implementation of the rate of four hundred pesos (P400) per day at fiscal year 2028 and thereafter. SECTION 12. EFFECTIVITY CLAUSE. This Barangay Ordinance shall take effect immediately upon approval of the Sanggunian concerned. Rosario Kanluran recognizes its responsibility to promote the general welfare of its constituents by providing programs and services that enhance accessibility, mobility, and convenience within the community; WHEREAS, the Barangay acknowledges the transportation needs of its residents, particularly senior citizens, persons with disabilities (PWDs), students, pregnant women, and other individuals who may require assistance in traveling within the barangay or within the municipality of Pateros; WHEREAS, the Barangay intends to maximize the use of its available resources by utilizing one (1) barangay-owned e-bike to provide free transportation service to residents under a community-based "Libre Hatid Program"; WHEREAS, the “Libre Hatid Program” is limited only into a single trip from any point of Barangay Sto. Rosario Kanluran to any (a) Drug Stores, (b) hospital, medical or dental or lying-in clinic, (c) laboratory test center and (d) government offices within the jurisdiction of Municipality of Pateros Metro Manila; WHEREAS, the implementation of “Libre Hatid” program is expected to contribute to the welfare, convenience, and accessibility of public services for the residents of Barangay Sto. Rosario Kanluran; NOW, THEREFORE, upon motion duly made and seconded, be it: RESOLVED, as it is hereby resolved, to authorize the use of one (1) barangay e-bike as a free transportation service under the "Libre Hatid Program" is for the benefit of the residents of Barangay Sto. Rosario Kanluran, Pateros Metro Manila; RESOLVED FURTHER, that the operation of the said free transportation service shall be from 8:00 A.M. to 5:00 P.M. daily, unless otherwise modified or suspended by subsequent action of the Barangay Council; RESOLVED FURTHERMORE, that the assigned e-bike driver or operator shall ensure the safe, proper, and orderly operation of the e-bike and shall strictly observe all applicable traffic regulations and safety protocols; and that the Barangay Council shall formulate and implement appropriate guidelines and procedures to ensure the efficient, fair, and sustainable operation of the Libre Hatid Program; RESOLVED FINALLY, that copies of this Resolution be furnished to all concerned offices and personnel for their information, guidance, and appropriate action. BABON -o0o- WHEREAS, the Barangay has entered into a Deed of Donation with the Office of the President for the receipt of financial assistance under the Socio-Civic Projects Fund (SCPF), a fund established to support socio-civic projects, educational assistance, and other community-based interventions in furtherance of grassroots development and service delivery; WHEREAS, pursuant thereto, the Office of the President has allocated to the Barangay, for Fiscal Year 2026, the amount of Two Hundred Thousand Pesos (PhP 200,000.00) to fund the Bagong Pilipinas Barangay Scholars Program and the Barangay-Identified Development Priorities; WHEREAS, barangays play a vital role in frontline service delivery, community mobilization, disaster response, and local development planning, but continue to face resource constraints that affect the effective delivery of essential services; WHEREAS, access to higher education remains limited for students from marginalized and low-income households, particularly those at risk of discontinuing their studies due to financial constraints; WHEREAS, the Bagong Pilipinas Barangay Scholars Program provides financial assistance to deserving students to support the completion of their tertiary education and contribute to long-term community development; WHEREAS, there is a need to establish clear, transparent, and accountable guidelines for the selection, management, and monitoring of scholars under the program; NOW, THEREFORE, on a motion duly made and seconded, BE IT RESOLVED, as it is hereby resolved by the Sangguniang Barangay of Sto. Rosario Kanluran, Municipality of Pateros, to: SECTION 1. ESTABLISHMENT OF THE PROGRAM. Adopt and implement the Bagong Pilipinas Barangay Presidential Scholars Program under the SCPF for Academic Year (AY) 2026–2027. SECTION 2. COVERAGE AND ALLOCATION. The Bagong Pilipinas Barangay Presidential Scholars Program shall provide financial assistance to five (5) qualified scholars per barangay, each receiving Twenty Thousand Pesos (PhP20,000.00), for a total allocation of One Hundred Thousand Pesos (PhP100,000.00). SECTION 3. QUALIFICATIONS. Applicants must meet the following minimum qualifications: • Must be an incoming fourth-year college student for AY 2026–2027; • Must be a Filipino citizen; • Must belong to a marginalized, low-income, or vulnerable household; and • Must be at risk of dropping out due to financial constraints. Priority may be given to applicants whose families have no member who has completed tertiary education. In the absence of qualified fourth-year or graduating college students, the Barangay may select third-year college students, TESDA scholars, or recent college or TESDA graduates requiring support for licensure examinations or National Certification (NC). SECTION 4. SELECTION PROCESS. The Barangay Council, through its Committee on Education, has identified and recommended five (5) qualified scholars who are bona fide residents of the Barangay who are the following:

Selection shall be based on the criteria provided under Section 3, and shall be conducted in a transparent, objective, and non-partisan manner. SECTION 5. DISBURSEMENT OF FUNDS. The financial assistance of Twenty Thousand Pesos (PhP20,000.00) per scholar shall be released in accordance with existing government accounting and auditing laws, rules and regulations, through a direct check in name of the scholar SECTION 6. MONITORING AND REPORTING. The Barangay shall: • Maintain a registry of all scholars. • Require scholars to submit proof of continued enrollment or completion of studies, as applicable. • Prepare and submit periodic reports on fund utilization and program implementation, as may be required. SECTION 7. TRANSPARENCY AND ACCOUNTABILITY. The list of scholars and the corresponding assistance granted shall be posted in a conspicuous place within the Barangay Hall to ensure transparency. SECTION 8. ELIGIBLE EXPENSES. The assistance shall cover education-related expenses, including but not limited to, tuition and school fees, school supplies, books, transportation, and meal allowances. SECTION 9. EFFECTIVITY.
